El presidente Wilson rechazó todas las dudas sobre lo que se pretendía desde su punto de vista cuando, en marzo de 1919, dijo a los líderes judíos en Estados Unidos: «Estoy persuadido además de que las naciones aliadas, con la mayor concurrencia de nuestro propio Gobierno y pueblo, están de acuerdo en que en Palestina se sentarán las bases de una Commonwealth judía». presidente Roosevelt declaró que una de las condiciones de paz de los Aliados debería ser que «Palestina debe convertirse en un Estado judío». Se dice que el efecto de la Declaración de Balfour fue dejar a los musulmanes y cristianos estupefactos [...] Es imposible minimizar la amargura del despertar. Consideraron que iban a ser entregados a una opresión que odiaban mucho más que a los turcos y estaban horrorizados ante el pensamiento de esta dominación [...] La gente prominente habla abiertamente de la traición y que Inglaterra ha vendido el país y ha recibido el precio [...] Hacia la Administración, [los sionistas] adoptaron la actitud de «Queremos al Estado judío y no esperaremos», y no vacilaron en aprovechar todos los medios que se les abren en este país y en el exterior para forzar la mano de una Administración obligada a respetar el «Status Quo» y a comprometerla, y por tanto a futuras Administraciones, a una política no contemplada en la Declaración Balfour [...] ¿Qué es más natural que ellos [los musulmanes y los cristianos] no comprendan las inmensas dificultades que la Administración estaba y está sufriendo y lleguen a la conclusión de que las demandas de los judíos que se publicaban abiertamente iban a ser concedidas y que las garantías de la Declaración iban a convertirse en letra muerta?
